I have a Onkyo home theater system and am able to receive surround sound on DVDs, but can not receive surround sound when listening to cable even when it is broadcast at 5.1. My cable provider sayd they broadcast in 5.1.

I have an Onkyo home theater system and I am able to receive surround sound in movies, but can not get surround sound to listen to cable, even when they are issued to 5.1. My cable provider that transmit Sayd 5.1. I have the fiber that runs from the top of the Inbox Onkyo HT-S780.
You do not specify that Onkyo "System", but how connected? Is fiber optic using your cable box to your receiver?
